Key differences

The GX 1650 has about 12% more logic capacity (1101K vs 979K LUT4 equivalents).

They use different logic architectures: the GX 1650 is built from ALMs and the XC7VX980T from LUT6, so the raw LUT counts (551K vs 612K) are not directly comparable.

For arithmetic, the XC7VX980T has 3,600 DSP slices against 3,145 variable-precision DSP blocks on the GX 1650.

The GX 1650 has more on-chip memory (114 Mb vs 52.7 Mb).

Both have transceivers: 96 at up to 28.3 Gb/s on the GX 1650 and 72 at up to 13.1 Gb/s on the XC7VX980T.

The GX 1650 is designed with Altera Quartus Prime and the XC7VX980T with AMD Vivado.
