Key differences
The GX 2500 has about 30% more logic capacity (1642K vs 1261K LUT4 equivalents).
They use different logic architectures: the GX 2500 is built from ALMs and the XCVU7P from LUT6, so the raw LUT counts (821K vs 788K) are not directly comparable.
For arithmetic, the GX 2500 has 5,011 variable-precision DSP blocks against 4,560 DSP slices on the XCVU7P.
The XCVU7P has more on-chip memory (230.6 Mb vs 195 Mb).
Both have transceivers: 96 at up to 28.3 Gb/s on the GX 2500 and 80 at up to 32.75 Gb/s on the XCVU7P.
The GX 2500 is designed with Altera Quartus Prime and the XCVU7P with AMD Vivado.
