Key differences

The XCVU9P has about 15% more logic capacity (1891K vs 1642K LUT4 equivalents).

They use different logic architectures: the GX 2500 is built from ALMs and the XCVU9P from LUT6, so the raw LUT counts (821K vs 1182K) are not directly comparable.

For arithmetic, the XCVU9P has 6,840 DSP slices against 5,011 variable-precision DSP blocks on the GX 2500.

The XCVU9P has more on-chip memory (345.9 Mb vs 195 Mb).

Both have transceivers: 96 at up to 28.3 Gb/s on the GX 2500 and 120 at up to 32.75 Gb/s on the XCVU9P.

The GX 2500 is designed with Altera Quartus Prime and the XCVU9P with AMD Vivado.
