Key differences

The XCVU27P has about 11% more logic capacity (2074K vs 1866K LUT4 equivalents).

They use different logic architectures: the GX 2800 is built from ALMs and the XCVU27P from LUT6, so the raw LUT counts (933K vs 1296K) are not directly comparable.

For arithmetic, the XCVU27P has 9,216 DSP slices against 5,760 variable-precision DSP blocks on the GX 2800.

The XCVU27P has more on-chip memory (340.9 Mb vs 229 Mb).

Both have transceivers: 96 at up to 28.3 Gb/s on the GX 2800 and 80 at up to 58 Gb/s on the XCVU27P.

The GX 2800 is designed with Altera Quartus Prime and the XCVU27P with AMD Vivado.
