Key differences

The GX 2800 has about 34% more logic capacity (1866K vs 1395K LUT4 equivalents).

They use different logic architectures: the GX 2800 is built from ALMs and the XCVU35P from LUT6, so the raw LUT counts (933K vs 872K) are not directly comparable.

For arithmetic, the XCVU35P has 5,952 DSP slices against 5,760 variable-precision DSP blocks on the GX 2800.

Both have transceivers: 96 at up to 28.3 Gb/s on the GX 2800 and 64 at up to 32.75 Gb/s on the XCVU35P.

The GX 2800 is designed with Altera Quartus Prime and the XCVU35P with AMD Vivado.
