Key differences

The GX 2800 has about 48% more logic capacity (1866K vs 1261K LUT4 equivalents).

They use different logic architectures: the GX 2800 is built from ALMs and the XCVU7P from LUT6, so the raw LUT counts (933K vs 788K) are not directly comparable.

For arithmetic, the GX 2800 has 5,760 variable-precision DSP blocks against 4,560 DSP slices on the XCVU7P.

Both have transceivers: 96 at up to 28.3 Gb/s on the GX 2800 and 80 at up to 32.75 Gb/s on the XCVU7P.

The GX 2800 is designed with Altera Quartus Prime and the XCVU7P with AMD Vivado.
