Key differences

The XCVU23P has about 83% more logic capacity (1648K vs 899K LUT4 equivalents).

They use different logic architectures: the GX 1100 is built from ALMs and the XCVU23P from LUT6, so the raw LUT counts (449K vs 1030K) are not directly comparable.

For arithmetic, the GX 1100 has 2,592 variable-precision DSP blocks against 1,320 DSP slices on the XCVU23P.

The XCVU23P has more on-chip memory (173.3 Mb vs 107 Mb).

Both have transceivers: 48 at up to 28.3 Gb/s on the GX 1100 and 38 at up to 58 Gb/s on the XCVU23P.

The GX 1100 is designed with Altera Quartus Prime and the XCVU23P with AMD Vivado.
