Key differences
Both devices offer similar logic capacity: 415K and 397K LUT4 equivalents.
They use different logic architectures: the GX 650 is built from ALMs and the LAV-AT-G70 from LUT4, so the raw LUT counts (207K vs 397K) are not directly comparable.
For arithmetic, the LAV-AT-G70 has 1,800 18×18 multipliers against 1,152 variable-precision DSP blocks on the GX 650.
The GX 650 has more on-chip memory (49 Mb vs 35.6 Mb).
Both have transceivers: 24 at up to 28.3 Gb/s on the GX 650 and 28 at up to 12.5 Gb/s on the LAV-AT-G70.
The GX 650 is designed with Altera Quartus Prime and the LAV-AT-G70 with Lattice Radiant.
