Key differences

The XCVM1302 has about 24% more logic capacity (514K vs 415K LUT4 equivalents).

They use different logic architectures: the SX 650 is built from ALMs and the XCVM1302 from LUT6, so the raw LUT counts (207K vs 322K) are not directly comparable.

For arithmetic, the SX 650 has 1,152 variable-precision DSP blocks against 848 DSP Engines on the XCVM1302.

The XCVM1302 has more on-chip memory (68 Mb vs 49 Mb).

Both have transceivers: 24 at up to 28.3 Gb/s on the SX 650 and 24 at up to 32.75 Gb/s on the XCVM1302.

The SX 650 is designed with Altera Quartus Prime and the XCVM1302 with AMD Vivado.
