Key differences

The SX 650 has about 13% more logic capacity (415K vs 368K LUT4 equivalents).

They use different logic architectures: the SX 650 is built from ALMs and the XCZU7CG from LUT6, so the raw LUT counts (207K vs 230K) are not directly comparable.

For arithmetic, the XCZU7CG has 1,728 DSP slices against 1,152 variable-precision DSP blocks on the SX 650.

The SX 650 has more on-chip memory (49 Mb vs 38 Mb).

Both have transceivers: 24 at up to 28.3 Gb/s on the SX 650 and 24 at up to 16.3 Gb/s on the XCZU7CG.

The SX 650 is designed with Altera Quartus Prime and the XCZU7CG with AMD Vivado.
